In February 1987, Mullen was driving a car with Kentucky plates when he was arrested for Operating a Vehicle Under the Influence of alcohol. When asked who owned the vehicle, Mullen told police that he had borrowed the car from his girlfriend Gloria whose last name he did not know. Police ultimately determined that the car belonged to Gloria Nelson.

Police attempted to contact Gloria by phone and by ringing the security buzzer at the entryway of her apartment building. Concerned, police expanded their efforts to contact her and discovered that Gloria, a nurse at Cincinnati’s Christ Hospital, had not reported to work that day. Officers went back to her apartment building and gained entrance.

Inside they discovered Gloria’s body lying on her bed in the bedroom. Examination of her body revealed that she had been severely beaten and strangled. While she was still alive, she was dragged into the bathroom where Mullen had filled the bathtub with water. Mullen had held her under the water and drowned her. After she was dead, Mullen removed her from the bathtub and placed her in her bed where the police found her.

According to Mullen, he had been staying across the hallway with friends and had struck up a conversation with Gloria in the building’s laundry area. He told police that on the night of the murder, she had invited him over for pizza and beer. What happened next was not fully explained, but Mullen admitted that he killed Gloria.

For the brutal and senseless murder of Gloria Nelson, Mullen deserves to spend the rest of his life in prison. This office strongly opposes early release for Mullen.
