On the night of November 3, 1998, Carter wanted to rob someone. He armed himself with a .357 Magnum revolver and recruited two other individuals to assist. After scoping out the Findlay Market area of downtown Cincinnati, they saw local drug dealer Quincy Freeman on a street corner conducting a few sales.



They waited until Freeman was alone and then approached him as if to buy drugs. Carter drew his revolver and forced Quincy down an alley. The group ordered Freeman to the ground at gun point. Carter ordered Freeman to lie face down on the ground and pressed the revolver against his head as Freeman begged for his life. Freeman gave them $20 and volunteered where all his other belongings were located. While Freeman pled for his life, Carter shot him in the head because “the dude moved.” Carter went out hunting for someone to rob and, while listening to his random target beg for his life, Carter shot him in the head. His crime was senseless and he had rightfully earned his life sentence. This office opposes any type of parole, furlough, or release of Carter.
