At the time of the offense, Cockshutt lived next door to his sister and eight-year-old niece. One afternoon, Cockshutt invited his niece over to his apartment. When she entered the apartment, Cockshutt instructed her to sit on the bed. Cockshutt then removed his niece’s pants, took off his shorts, and jumped on top of her. He placed his penis on top of her vagina, then forced her to participate in cunnilingus and fellatio with him.


The impact of Cockshutt’s heinous behavior was immense. His victim was just a kid. Instead of focusing on being a kid, she had to cope with being sexually abused by her uncle. Her performance in school started deteriorating and, ultimately, she had to be referred to counseling to process what had been done.


Under no circumstances should Cockshutt be released prior to the expiration of his maximum sentence. According to his Institutional Summary Report, in just August 2025 alone, Cockshutt incurred 8 prison infractions with offenses involving drugs and alcohol and inappropriate behavior. On August 6 specifically, Cockshutt was apprehended for engaging in oral sex with another inmate.



Simply put, Cockshutt has not changed or grown from his incarceration. On the contrary, he continues to disregard rules and engage in problematic behaviors. This office firmly opposes granting Cockshutt early release.
